Job Description

An independent Budget Manager performs his or her tasks and obligations. All grants, procurement, budget preparation, Administrative Review Committee (ARC) contracts, and travel and purchase card authorization are overseen by the Budget Manager, who represents the State’s Attorney in public meetings, council sessions, and legislative hearings. In order to discuss management challenges, the current director meets with other agency directors, deputy directors, elected and appointed authorities.

Qualifications:

  • Organizes and coordinates the preparation of the annual budget, including operational, performance, and Capital Improvement Program (CIP) budgets.
  • Accurately respond to enquiries from both internal and external sources on allocated program areas, collaborating with stakeholders as needed to achieve timely responses.
  • Additional assigned tasks and responsibilities that are not listed explicitly in the job description but fit within the broad occupational category and responsibility level generally associated with the employee’s class of work.
  • This person compiles data from many departments and comes up with a budget proposal; they then provide advice to the various departments on how much money they think they need.
  • Develops short and long-range revenue and expenditure forecasts, as well as multiyear forecast models; evaluates revenue and expenditure trends, compares to budget and projections, identifies issues in revenue and expenditure control, and recommends planning revisions, bonding opportunities, and budget adjustments.
  • Meets periodically with employees to discuss and address priorities, workload, resource allocation, technical difficulties, quality standards, and services; monitors workload, special projects and assignments, and ensures that quality and timeliness requirements are fulfilled.
  • Provide operational and financial assistance to designated divisions, including grant processing and grant management, via coordination with the Office of Management and Budget (OMB) and the Office of Finance (OF).
  • This person will need to build relationships with the department’s operational staff and use analytical criteria to keep tabs on performance over the short or long term. Knowing when things must be completed by is critical.
  • On all topics relating to departmental budgetary actions, function as a liaison between the department and the VP&S Office of Budget. Assist the Departmental Administrator with the budget narrative.
  • Analyzes and anticipates future resources; makes suitable suggestions based on financial facts and trends; conducts research.

Skills:

  • Aptitude for and familiarity with massive datasets, integrated software solutions, and business intelligence tools.
  • For this role, you must additionally have four (4) years of professional management experience in budget and grant preparation/administration.
  • Knowledge of public sector financial and budget management theories, concepts, and best practices, including budgeting at the project level, resource allocation, and yearly financial reporting, in a big organization.
  • Good interpersonal and organizational abilities, as well as the ability to work well under pressure and in a fast-paced atmosphere, are required, as is a minimum of three years of related experience. Microsoft Office (Word, PowerPoint, Excel, and Publisher), as well as graphics/desktop and Internet applications, are desirable abilities for this role; the ability to work effectively with people in a team situation is also required.
  • Possessing the ability to perform job duties in a variety of work situations, whether at home, on the road, or in an office.
