Qualifications:

  • Monitors and evaluates programming activities and processes; investigates, compiles, examines, and analyzes data for special projects; recommends appropriate service and personnel levels.
  • Prepares and analyzes reports on revenue and spending. Advises supervisory staff on trends in revenue and spending. Prepares periodic reports on revenue and spending to show how estimates compare to actual spending and to add to City budget reports.
  • Supervise the daily budget operations for assigned agency programs. Assist program managers in assigned divisions with the development and execution of business strategies, guaranteeing their financial viability, and enabling the agency to reach customer satisfaction goals.
  • Performs extra activities and obligations not stated in the employment description but within the employee’s occupational category and responsibility level.
  • Responsible for overseeing the Center’s yearly and other funded budgets, including the forecasting of funds needed for staffing, equipment, materials/supplies/program activities, and the creation of annual budgets. Assesses and makes recommendations for the approval of expenditures in light of sound financial judgments.
  • All Agency funding are processed by the OMB’s Office of Finance, which handles operational and financial issues for divisions. It is under her command that the State Attorney’s Budget Planning and Monitoring is carried out (SAO).
  • Performs budget adjustments by examining accounting records and human costs data to calculate the financial resources necessary to execute program and presenting suggestions for budget allocations. This is done in order to identify how much money is needed to implement program.
  • Operational programs are compared, and costs are calculated in relation to previous fiscal years’ services. The Supervisor receives reports with budget modification recommendations.
  • Narratives, charts/graphs, and presentations on financial and budgetary studies for OFM, legislative staff, senior management, and external stakeholders. Be accurate, thorough, and high-quality.
  • Provide analytical assistance to assigned programs for business case creation, projections, make-or-buy choices, rate analysis, and other financial modeling and analyses in cooperation with the Agency Budget Director.

Skills:

  • Degree in finance, business, accounting, or public administration from a recognized college or university is a minimum requirement in these fields of study.
  • Capacity to work in a fast-paced atmosphere; self-motivated and able to manage several duties; ability to collaborate and grow others as a team; Knowledge of Microsoft Office (including Word, PowerPoint, Excel, and Publisher) as well as graphics/desktop and Internet tools is beneficial.
  • Master’s degree from an accredited college or university in accounting, business/public management, finance, economics, quantitative analysis, or a closely related field;
  • Analytical and research Ability to analyze, evaluate, and draw conclusions from data; provide facts and analysis to back up suggestions; understand and apply rules, regulations, policies, and procedures Ability to communicate thoughts and facts verbally and in writing in a way that the audience will comprehend.
  • It is necessary to have at least four (4) years of professional management experience, as well as knowledge on how to prepare and handle budgets and grants.
