Job Description
Budget Analysts prepare and analyze budgets. Examine, study, and analyze operational budgets; compile budgetary data and reports; prepare and revise legislative appropriation proposals, operating budgets, and other reports. Gives department staff budget recommendations. Budget Analysts utilize Excel, Access, Word, HHSAS, CAPPS, and ABEST to do their jobs. The Budget Analyst works under the Budget Manager’s guidance, using initiative and independent judgment.

Qualifications:
- In charge of overseeing the agency’s daily budget operations for assigned initiatives, Design and execute a business strategy that is financially feasible, while ensuring that the agency meets client satisfaction goals.
- The Center’s annual budget and other funded budgets, as well as the forecasting of funds needed for workers, equipment, materials, supplies, and program activities, are overseen by the Center’s finance director. A financial expert who keeps tabs on and makes recommendations on budgetary costs
- Works with the University policy to ensure that the proper service levels are in place and that programming activities are efficient and successful; investigates, compiles, examines and analyses data for special projects
- Provide analytical assistance to assigned programs for business case creation, projections, make-or-buy choices, rate analysis, and other financial modeling and analyses in collaboration with the Agency Budget Director.
- Creates and analyzes income and expenditure data; advises supervisory staff on trends; prepares quarterly reports to translate estimates to actual expenditures for City budget reports.
- Performs budget changes by examining accounting records and human costs data to calculate the financial resources necessary to the program and presenting suggestions for budget allocations. This is done in order to assess how much money will be needed to implement the program.
- Executes different actions and duties as assigned, some of which may not be included in the job description but fit within the broad occupational category and responsibility level typically associated with the employee’s line of work.
- The comparison of operational programs and expenditures to previous fiscal years is done for the purpose of identifying trends. The supervisor receives reports with budget modification recommendations.
- Prepare complex financial and budgetary analysis documents like written narratives, charts/graphs, and presentation materials that can be shared with OFM, legislative staff, executive management, and external stakeholders. Make sure that these products are correct, complete, and of good quality.
- The OMB Office of Finance handles operational and financial issues for the assigned Division, including award processing. State Attorney budgeting and monitoring (SAO).
Skills:
- A bachelor’s or higher degree in finance, business, accounting, or public administration from an approved institution or university is required.
- Scientific and Analytical Capability to assess and develop conclusions from data; to back proposals with facts and analysis; and to understand and implement rules, regulations, and policies. Capacity to effectively communicate ideas and information verbally and in writing using language that is easily understood by the intended audience.
- In addition to 4 years of professional management experience, you must have skills in establishing, monitoring, and managing an operational budget and grant preparation/administration.
- Master’s degree in Accounting, Business or Public Management, Finance, Economics, or Quantitative Analysis from an institution of higher education that has been officially recognized as having high academic standards;
- Experience in a similar position is required; excellent organizational and people skills; good communication and writing skills; ability to work in a fast-paced environment; self-motivated and able to handle many tasks at once; ability to work and develop others as a team; advanced knowledge of Microsoft Office (including Word, PowerPoint, Excel, Publisher) and graphics/desktop and Internet software knowledge is helpful.
