Job Description

It is expected that the Payroll Analyst would be able to work well with both internal and external stakeholders, as well as take part in projects aimed at improving payroll systems and procedures. All parts of the payroll cycle, including tax, benefits, wage attachment, etc., must be handled, processed, reconciled and audited in a timely and correct manner by the payroll administrator.

Qualifications:

  • All District employees’ payroll is prepared and generated, including tax, social security, unemployment insurance, and retirement withholding. Throughout the district, employee records for taxes, benefits, membership fees, and other deductible items should be updated. Calculate the tax loads and make any required changes.
  • Following federal and state rules and regulations, process and edit W-2 forms as needed; help calculate and create salary and benefit cost projections for budget development and collective bargaining obligations; keep accurate balances of payroll expenditures for reconciling with the District’s budget; and keep a detailed control sheet for each payroll period.
  • The person in this position is in charge of making sure that the organization’s payroll is done every two weeks. Before moving on to the next step in the process, make each task, check the results, and fix any problems.
  • Expenses and Compensation HR responsibilities include processing, termination lump sum payments, employee termination forms, excess pay forms, and overpayment/underpayment analysis and settlement.
  • Find out what customers, including state and federal governments, want and give them what they want. Make sure that the right information is in your ADHOC reports. Run month-end, quarterly, and year-end closing payroll reports. Before sending them to internal or external customers (not including EDD, IRS, suppliers, auditors, CSMC management, etc.), review transactions, fix any problems, and make relevant observations and/or suggestions as needed.
  • Employee position changes are documented in the system to determine whether adjustments are needed when employees are moved, promoted, degraded, or become full- or part-time.
  • Communicate with business users to understand their needs, translate them into system functionality, and make ideas for optimum system performance.
  • Manage a range of complicated and confidential accounting and bookkeeping records relating salary payments and deductions; perform a number of technical and confidential activities linked to the processing and administration of employee payroll.
  • Assume the role of a technical resource for District employees and other individuals in regard to payroll functions; respond to inquiries; resolve issues, conflicts, and discrepancies; and provide technical information concerning related transactions, records, laws, regulations, policies, and procedures.
  • Check with the personnel to ensure that the data is accurate and complies with the policy and procedure. Find out whether there is a need for adjustments, and then put those changes into effect, so that the reports and systems are consistent.

Skills:

  • A bachelor’s degree in accounting or business, or a comparable combination of education and experience, is required.
  • You should have time-reporting system experience. Expertise in a union contract is a bonus, but not Interpersonal and customer service skills, verbal and written communication.
  • Knowledge of the following Workday modules is preferred: Payroll, benefits, wages, bonuses, and other kinds of payment are all included under Human Capital Management (HCM).
  • payroll processing from time capture through final tax payments Automated payroll systems expertise is essential, and SAP expertise is highly encouraged.
  • Level 2 requires three years of relevant experience, while Level 3 requires five years of relevant experience, including garnishment processing.
