Job Description
The IT Program Manager will advise on, oversee, and manage the technical direction of several Pharmacy Benefit Manager migrations across the Company’s health plan clients. These projects/programs will be carried out in conjunction with project team members and stakeholders, ensuring that the processes are integrated, coordinated, timed, and consistent throughout. The IT Program Manager is in charge of identifying and analyzing existing state PBM infrastructure, as well as making recommendations for future state based on client needs, PBM capabilities, and industry best practices. As a result, this position must have a working knowledge of the technical components required for a successful PBM implementation, such as eligibility, accumulators, benefits, digital/web portals, reporting, and claims.

Qualifications:
- Make sure all activities are performed on time, that client tasking instructions are clear and exact, that contract workers are qualified to complete the jobs, and that any potential personnel issues are avoided.
- By working closely with the IT team, business partners, and suppliers on a regular basis, you can figure out how to solve problems that happen on a day-to-day basis.
- With new project managers and other employees hired as needed, supply and demand are balanced throughout their portfolio’s ongoing and prospective initiatives.
- Develop, implement, and assess techniques for measuring the quality and efficiency of collaboration, including metrics, internal process improvement, Operating Procedures, and Work Instructions, among other things.
- Create and implement streamlined processes and procedures that allow the team to respond quickly to surges in contract employee needs. Ascertain that the SLA criteria are met.
- Keep current with industry changes by participating in outside professional events. Form connections with other project managers in the legal and other fields to keep up with activity at these institutions.
- Plan and organize tasks such as hardware and software upgrades, programming and systems design, computer network construction, and Internet and intranet site implementation.
- Communicate the right budget, risk, schedule, and other important factors to stakeholders and management.
- Leading personnel responsible for creating, designing, and optimizing IT and systems tasks that support business operations and IT platforms.
- All of these things are examples of “delivery excellence,” which is when you use a framework for managing client projects and industry best practices to make sure your work is done well.
Skills:
- Project or program management qualifications from reputable schools are necessary (e.g., Project Management Professional (PMP) certification or other recognized Project or Program Management qualification).
- There must be at least 12 years of progressive leadership experience in the public and/or private sectors in the fields of IT and/or consulting to apply.
- Strategic planning, resource allocation, human resource modeling, leadership tactics, production methods, and people and resource coordination are all important. Economic and accounting principles and practices, as well as the financial market, also play a big role, as do economic and accounting principles and practices.
- With a minimum of three (3) years of program/project management experience, experience managing strategic software development programs/projects, preferably for mobile networking products or cloud-native/SaaS solutions, is preferred, but not required.
- You’ll need an information technology (IT) II security clearance, or a current National Agency Check, together with a local agency check and credit check (NACLC).
