Job Description

The Budget Manager oversees all internal and external program reporting. This job is the principal financial interface with program personnel and will manage financial information among executive, program, and development employees.

Qualifications:

  • Oversees the preparation and management of the Center’s yearly budget and other funded budgets, as well as the forecasting of monies required for employees, equipment, materials, supplies, and program activities; monitors and recommends spending approval based on financial judgment.
  • Providing analytical assistance to assigned programs for business case creation, projections, make-or-buy choices, rate analysis, and other financial modeling and studies should be done in cooperation with the Director of the Agency’s Budget.
  • Monitors and evaluates programming activities and processes; investigates, compiles, examines, and analyzes data for special projects; recommends appropriate service and personnel levels.
  • Oversees periodic budget reviews by creating comparative analyses of operational programs and comparing expenses compared to prior year’s services. Submits reports to Supervisor with budget modification suggestions.
  • In charge of overseeing the agency’s daily budget operations for assigned projects, Create business strategies that are financially sustainable, while ensuring customer satisfaction standards are met by assisting program managers in their assigned divisions in their efforts.
  • Prepare financial and budgetary analysis documentation such narratives, charts/graphs, and presentations for OFM, legislative staff, senior management, and external stakeholders. Ensure correctness, completeness, and quality
  • Performs additional allocated activities and responsibilities that may not be clearly specified in the employment description but are consistent with the employee’s occupational category and degree of responsibility.
  • Financial issues for the assigned Division are handled by the Office of Management and Budget Office of Finance, including the processing of all Agency grants. A budgeting process for the Office of the State Attorney (SAO).
  • Recommendations for budget allocations are made when an analysis of accounting records and staff cost data is completed.
  • Prepares and analyzes reports on revenue and spending. Advises supervisory staff on trends in revenue and spending. Prepares periodic reports on revenue and spending to show how estimates compare to actual spending and to add to City budget reports.

Skills:

  • Experience in a similar position is required, as are good organizational and people skills, good communication and writing skills, the ability to work in a fast-paced environment, self-motivation and the ability to handle many tasks at once, and the ability to work with and develop others as a team. It is helpful to have advanced knowledge of Microsoft Office (Word, PowerPoint, Excel, and Publisher) and graphics/desktop and Internet software.
  • a degree equivalent to or greater than a bachelor’s in finance, business, accounting, or public administration from an institution or university that is approved.
  • Research/analysis Evaluate and develop conclusions from data; support suggestions with facts and analysis; interpret and apply rules, regulations, policies and procedures Ability to speak and write clearly to engage an audience.
  • It is essential to have a minimum of four (4) years of professional management experience, in addition to being able to demonstrate an understanding of how to create and manage budgets and grants.
  • A master’s degree in accounting, business/public management, finance, economics, or quantitative analysis, or a closely related discipline, from an authorized institution or university;
