Job Description
The IT Program Manager will advise on, oversee, and manage the technical direction of several Pharmacy Benefit Manager migrations across the Company’s health plan clients. These projects/programs will be carried out in conjunction with project team members and stakeholders, ensuring that the processes are integrated, coordinated, timed, and consistent throughout. The IT Program Manager is in charge of identifying and analyzing existing state PBM infrastructure, as well as making recommendations for future state based on client needs, PBM capabilities, and industry best practices. As a result, this position must have a working knowledge of the technical components required for a successful PBM implementation, such as eligibility, accumulators, benefits, digital/web portals, reporting, and claims.

Qualifications:
- Regularly collaborate with the IT team, partners, and suppliers to identify operational issues that need to be addressed.
- Leading personnel responsible for creating, designing, and optimizing IT and systems tasks that support business operations and IT platforms.
- Communicate money, risk, timeline, and other relevant factors to stakeholders and management.
- Develop, execute, and evaluate strategies for evaluating the quality and efficiency of teamwork, such as metrics, internal process improvement, Operating Procedures, and Work Instructions.
- Improve team efficiency by implementing efficient processes and procedures. Assure the SLA is met.
- Tasks that need to be done include hardware and software upgrades, programming and systems design, computer network development, and the deployment of Internet and intranet sites, among other things.
- Client relationship management, project and program management, vendor management, proposal generation and review, and cost modeling are all examples of delivery excellence employing a client project execution framework and industry best practices.
- Recruit additional project managers and other personnel as required to meet demand for their portfolio’s present and future projects.
- Ensure that all activities are performed on schedule, that client tasking instructions are clear and accurate, that contract workers are qualified to accomplish the jobs, and that any potential personnel problems are avoided.

Skills:
- Prior experience directing strategic software development programs/projects, ideally for mobile networking or cloud-native/SaaS solutions, is required.
- Strategic planning, resource allocation, human resource modelling, leadership tactics, production methods, and people and resource coordination, as well as economic and accounting concepts and practices, and the financial market, are all essential.
- It is necessary to have an IT-II security clearance, or to have a current National Agency Check with Local Agency Check and Credit Check (NACLC).
- Project or Program Management certifications from respected schools (e.g., Project Management Professional (PMP) certification or other equivalent/recognized Project or Program Management qualification) are required.
- At least 12 years of progressive leadership experience in the public and private sectors in the fields of information technology and management consulting are required.
